Trump wants a war he can win, and he doesn’t care if it’s against Venezuela or Portland or Chicago or Memphis or New Orleans.

That is a quote from the temporary restraining order issued by District Judge Karin Immergut blocking President Donald Trump from federalizing and deploying National Guard troops to Portland, Oregon. The judge, a Trump appointee, signed the order on Saturday at 3:40 p.m. Pacific Daylight time, not realizing that her statement would turn into a question: for how much longer?

We now have our answer: Less than 24 hours. This afternoon, in a naked move to get around Judge Immergut’s order, Trump federalized California National Guard troops and ordered them deployed to Portland without the authorization of California’s governor. He made the move less than 24 hours after he ordered the deployment of Illinois National Guard troops to Chicago to put down “violent protests” carried out by alleged “domestic terrorists,” another deployment without the authorization of the state’s governor.

California Governor Gavin Newsom announced this afternoon that he will file a lawsuit in federal court to stop Trump from nationalizing the California Guard.

“This is a breathtaking abuse of the law and power,” Newsom said. “The Trump administration is unapologetically attacking the rule of law itself and putting into action their dangerous words—ignoring court orders and treating judges, even those appointed by the president himself, as political opponents.”

Newsom’s statement echoes the first paragraph of Judge Immergut’s order in Oregon: “This case involves the intersection of three of the most fundamental principles in our constitutional democracy. The first concerns the relationship between the federal government and the states. The second concerns the relationship between the United States armed forces and domestic law enforcement. The third concerns the proper role of the judicial branch in ensuring that the executive branch complies with the laws and limitations imposed by the legislative branch. Whether we choose to follow what the Constitution mandates with respect to these relationships goes to the heart of what it means to live under the rule of law in the United States.”

This morning, referring to Trump’s raid by federal agents on a Chicago apartment complex last week, Illinois Governor JB Pritzker told Jake Tapper on CNN, “They want mayhem on the ground. They want to create the war zone so that they can send in even more troops.”
